How can I stay up to date during construction of the South Project? 

Project updates will be posted to the following locations:  There is also a designated Public Information Coordinator – Kelly Nissen – available during design and construction to address specific issues or communicate needs.  Kelly can be reached at 701.833.2019 or Knissen@odney.com.

Will 16th Street SW and Burdick Expressway remain open to traffic during construction of the South Project? 
It depends on the phase of construction that the project is in.  The phases are listed below in the order they are expected to occur once work begins in May 2025.  Communications will be sent out and posted to the website and above social media channels when traffic control is changed for each phase.
 
Phase 1A
  • 16th St will be closed from the north side of the 11th Ave intersection to Burdick Expy. 
  • 16th St/Burdick Expy intersection will be closed, as well as Burdick Expy from 11th Ave to 5th Ave.
  • Intersections remaining open:
    • 11th Ave/Burdick Expy
    • 11th Ave/16th St
    • 5th Ave/Burdick Expy
    • Access from Burdick Expy to Minot HS (only open until May 23rd)
 Phase 1B
  • Burdick Expy will be re-opened to 2-way head-to-head traffic in the north 2 lanes only.  Left turns will be prohibited through this part of Burdick Expy during this phase.
  • 16th St will remain closed from the north side of the 11th Ave intersection to Burdick Expy. 
  • Intersections remaining open:
    • 11th Ave/Burdick Expy
    • 11th Ave/16th St
    • 5th Ave/Burdick Expy
  Phase 2A
  • 16th St/Burdick Expy intersection and Burdick Expy from 11th Ave to 5th Ave, will be re-opened to full traffic.
  • 16th St will be closed from 16th Ave to the south side of the Burdick Expy intersection
    • Exception is the 11th Ave intersection, which will remain open
  • A temporary access connection will be constructed to Cook Drive from 18th St. 
    • This will be the access point for the neighborhood west of 16th St and south of 14th Ave.
  • Access to the businesses and neighborhoods east of 16th St will be from side streets.
 Phase 2B
  • The 16th St/11th Ave intersection will be closed, to complete the work in this intersection and installation of the new traffic signal system.
Were additional right of way/easements needed from any properties along the South Project? 
Yes.  Some right of way (ROW) and/or temporary easements were acquired in Fall 2024 from several properties on the South Project corridor. 
 
Temporary easements will be needed only during construction, and will expire upon completion of the work.
 
How much does the South Project cost, and how will it be funded? 
Construction cost for the South Project is $11.245 M (2025 dollars)
 
No special assessments are expected at this time.  Funding will be a combination of the following. 
  • Federal funds ($8.659 M)
  • State funds ($0.173 M)
  • City funds ($2.413 M) from Hub City Oil and Gas Funds and Water and Sewer Reserves.

  • ND Department of Transportation
